Stop Guessing: A Practical Guide to Budgeting for Strategy and Leadership Support

“Consulting” may be one of the least useful line items in an organizational budget—and for good reason.

It can describe a two-hour workshop, a five-month strategy process, a fractional C-suite leader, or a year of individual coaching. It can mean advice, research, facilitation, implementation, or some combination of all four. When the same label covers radically different kinds of work, budgeting becomes guesswork.

That ambiguity produces two predictable mistakes. Some organizations insert a token amount that could never address the problem they expect it to solve. Others leave the line blank altogether, waiting until an important initiative stalls, a leadership gap becomes urgent, or a key executive leaves.

There is a better approach: budget for the outcome, scope, capacity, and duration you need - not simply for “consulting.”

Begin With A Planning Envelope

Organizations often struggle to budget for consulting because they have no clear starting point. Research from procurement intelligence firm Beroe Inc. offers one broad benchmark, reporting management consulting expenditures as a percentage of organizational spending:

  • Top-tier firms, including Fortune 500 organizations: approximately 1–3%
  • Mid-tier organizations: approximately 3–5%
  • Smaller organizations: approximately 5–7%

These figures are not a formula, but they can help establish an initial planning range. Large enterprises may spend a smaller percentage because they already maintain substantial internal strategy, research, human resources, transformation, and project-management capacity. Smaller organizations may need to obtain more of that specialized capacity externally.

Organizations may use different financial baselines for planning, such as annual operating expenses, total budget, or revenue. Whichever measure is selected, define it clearly and apply it consistently.

The percentages should be viewed as an organization-widebenchmark for management consulting spending—not an estimate for a single engagement. For example, an organization using a $10 million annual budget as its baseline would create a $500,000 planning range at the 5% benchmark. That amount could then be allocated across its strategy, leadership, technology, organizational, and other specialized consulting needs.

Establishing a realistic budget matters because strategic ambition often exceeds an organization’s capacity to execute. Gartner reports that only 43% of executives consider their enterprises highly effective at assessing their ability to execute strategy. Common barriers include unclear responsibilities, difficulty cascading objectives, competing priorities, and limited visibility across initiatives.

Planning for external support gives leaders more flexibility to address those gaps before important work stalls. With that broader budget in mind, here are practical starting points for four common areas of investment.

Strategy and Execution: Plan From $55,000

The engagement moves from insight to implementation: leadership interviews and document review, external-market analysis, strategic positioning, priority initiatives, success measures, a Strategy on a Page, a communication plan, an operating cadence, and a first 100-day execution package.

That is enough to create a serious, actionable strategy. It is not an enterprise-transformation budget. A multi-division or multinational organization, or one needing extensive customer research, broad stakeholder engagement, multiple business-unit strategies, board facilitation, retreats, or deep implementation support, should expect a larger scope and price.

Leadership Development: Plan From $17,500

Leadership development can mean anything from a keynote to a multi-year leadership academy. That is why its budget should be built around three levels: individual insight, team practice, and organizational reinforcement.

Our Leadership Package begins at $17,500. Think of that amount as a starting point for a focused engagement rather than a universal quote. A focused engagement may include assessments, curriculum design, facilitated development sessions, a leadership retreat, coaching, and a follow-up pulse measurement.

The final budget will depend on the number of participants, the amount of customized curriculum, assessment and 360-feedback costs, facilitator time, individual coaching hours, travel, and the desired duration.

The most important budgeting decision is whether you are paying for an event or for behavior change. If the goal is behavior change, the budget should extend beyond classroom delivery. Leaders need opportunities to apply new practices, receive feedback, work through real organizational challenges, and be reinforced by their managers and peers.

Embedded Executives: Plan For $10,000–$20,000 Per Month

Sometimes the organization does not primarily need another study or workshop. It needs experienced executive capacity inside the work.

Executive Coaching: Plan For $4,000–$6,000 For Six Months

For a six-month coaching engagement, a useful placeholder is $4,000–$6,000 per leader. For twelve months, plan approximately $10,000–$12,000.

The final cost will vary based on the coach's experience, the frequency and length of sessions, and whether the engagement includes behavioral assessments, 360-degree feedback, stakeholder interviews, sponsor check-ins, or follow-up measurement.

Every budget makes a strategic choice, whether leaders acknowledge it or not. Organizations can invest deliberately in strategy, leadership, and executive capacity—or pay later through stalled initiatives, leadership gaps, and missed opportunities. The cost of waiting is rarely easier to predict, and almost never lower.
