Phil Tuning is a senior consultant, executive coach, and business leadership advisor who helps individuals, teams, and organizations strengthen strategy, improve performance, and grow leadership capacity.
Phil brings more than 20 years of leadership and management experience across financial services, strategy, business planning, process improvement, economic development, and international business. His work is shaped by senior roles with John Deere Financial in Canada, the United States, and Latin America.
Phil held progressive leadership roles with John Deere, including serving as President of John Deere Financial Canada. His experience spans business startup, marketing, credit operations, customer management, public affairs, data management, and business unit leadership.
Phil also brings public-sector economic development experience through roles with city and state government organizations. He is an online MBA instructor and executive partner at William & Mary’s Raymond A. Mason School of Business and leads Targeted Development Solutions, where he provides leadership coaching and training.
Phil earned an MBA from William & Mary and a Bachelor of Science in Finance from Virginia Tech. He graduated from the Economic Development Institute at the University of Oklahoma and earned the Certified Economic Developer designation through the International Economic Development Council.
