Creating a Shared Vision for a Public Organization

Challenge

The client was at a crossroads to determine the organization’s new vision statement as the governing board, represented by 10+ local mayors, had varying perspectives on future directions for the organization and public policy.

Intervention

Bâton Global (B|G) was enlisted to raise the governing body’s awareness of external environmental forces and to support a vision setting facilitation to aid the governing body in making informed and strategic decisions about the future direction of the organization.

Results

Facilitated meetings ensured clarity in the future decision making of the governing board surrounding long term transportation and funding strategies.

Insight

B|G conducted background research as well as a preliminary environmental analysis to gain a deeper understanding and execute a successful vision facilitation session.

  • Internal documentation provided by the client was reviewed, which provided insight into current organizational operations, strategies, resources, and capabilities.
  • External sources were examined in accordance with a PESTLE (Political, Economic, Social, Technological, Legal, Environmental) analysis framework. Such sources included government reports, policy papers, case studies, and industry publications.
  • Additional ecosystem analysis was conducted on the public policy making environment, given the multiple stakeholders involved and the public sector nature and impact of the organization’s operations.

Innovation

A greater awareness of the internal and external environments was gained through the board’s interview feedback, a survey, and a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis work-session with the organization’s Leadership Team.

  • Interview questions were developed to gain a deeper understanding of thoughts and opinions regarding how the organization should evolve into the future. In-depth interviews were conducted with five key members of the organization’s governing body.
  • A survey was developed to capture the perspective of all board members, which spotlighted the shared strategic vision elements and areas of focus for the workshop.
  • A work-session, that included key stakeholders, was held to create a SWOT analysis centered on the future strategic direction of the organization.
  • The above outlined measures yielded an Environmental Analysis report that drove discussion and encouraged engagement during the vision setting workshop.

Integration

B|G supported an outside partner with a vision facilitation workshop in which members of the governing body discussed the future direction of the organization.

  • Board members provided input based on their wisdom and informed by themes highlighted in the Environmental Analysis summary report.
  • B|G helped communicate results of the environmental analysis to facilitate large and small group conversation and lead board members towards a common understanding of the organization’s future.

Impact

Decisions made at the vision facilitation provided the basis for its future-focused movement.

  • The future strategic direction of the organization was clarified enabling the leaders at the organization to draft a vision statement that the governing body later adopted.
  • Guidance for future policies, including a long-range transportation services plan and a long-term funding strategy, was developed from the new vision statement directives.
